In process of check-in and once enter check-in tab an credit card decline, it should not check the guest in house

yes that is true. people get checked in when their credit card declines. sometime after a day the credit card declines, this should not be happening. this is loosing money.

it is very important that the CC must be pre authorized with proper amount prior to check in. If it declines, it must not let you check in the guest.
