choiceADVANTAGE, as far as I know, doesn't allow incorrect CC numbers to go through in the system when a reservation is made. - Does this not happen at the central reservations level, too? And with online-based reservations?
Or am I missing something?

Just a word to the wise though: Many properties are along interstates or areas where a discount coupon would be used from a TravelSaver (or similar) guide. If you have been changing to the coupon/advertised rate from RACK, AND it's for a Choice Privileges guest, the guest will get their points - and the property will be billed for those. I imagine the same would go if you're changing to any discounted rate from a RACK rate.
Best thing to do is to create a new rate-code. This suggestion might sound silly - but if a GM or property owner (or whoever has access for this) is not going through the invoices, they're liable to miss the charges. The hotel owner where I'm at had been changing from RACK for coupon holders that were Choice Privileges members - and had no idea he was being billed for the points until I pointed it out to him. By this time, he had already shelled out an insane amount of money for that.

I agree with the previous posters. Trying to locate a guest is time-consuming and confusing on CA. Why does it require a phone number AND zip code? The properties really should be the ones setting the parameters for something like that. That is a pain, especially in a situation where I'm trying to locate past folios for a guest (that has some kind of dispute with our property).
